DECLARATION OF CANDIDACY

NOTICE IS HEREBY GIVEN THAT FROM August 25th, 2025 to September 22nd, 2025, the City Clerk of the City of Pelican or her assigns will accept completed DECLARATION OF CANDIDACY FORMS from qualified residents of the City of Pelican interested in seeking offices to be filled in the Regular Municipal Election to be held October 7th, 2025. The Seats to be filled at the Election are as follows:

MAYOR: One 3 Year Term

CITY COUNCIL: Two 3 Year Terms

CITY COUNCIL: One 2 Year Term

SCHOOL BOARD Seat #1 3 Year Term

SCHOOL BOARD Seat #4 3 Year Term

COMPLETED DECLARATION OF CANDIDACY FORMS MUST BE RETURNED TO THE CITY CLERK AFTER August 26th BUT NO LATER THAN 4:00 P.M. ON MONDAY, SEPTEMBER 22ND, 2025.

REQUIREMENTS FOR CANDIDATES ARE AS FOLLOWS:

  1. Shall be at least 18 years of age.

  2. Shall be a registered voter of the CIty of Pelican, qualified to vote in the State Election.

Requirements for SCHOOL BOARD, specifically:

  1. Shall have been a resident of the City of Pelican for one (1) year prior to the election.

Requirements for MAYOR and CITY COUNCIL, specifically:

  1. Shall have lived in the City of Pelican or the annexed areas for one (1) year prior to the election.

DECLARATION OF CANDIDACY SHALL BE COMPLETED UNDER OATH BEFORE THE CITY CLERK OR AN OFFICIAL AUTHORIZED TO ADMINISTER AN OATH, OR TWO WITNESSES OVER THE AGE OF 18.

DECLARATION OF CANDIDACY FORMS WILL BE AVAILABLE AT CITY HALL BEGINNING AUGUST 26TH, 2025.

PUBLIC NOTICE

TO THOSE SEEKING OFFICE OR WISHING TO VOTE IN THE OCTOBER 7TH, 2025, ELECTION

Voter registration is determined with reference to State Statutes, and the City may not impose any additional voter qualification requirements nor may it change the requirements of the State Statutes.

People who may not be registered or who are registered to vote in another precinct in the State of Alaska should have the State’s Voter Registration Laws apply in local elections and should plan to meet their registration requirements.

Those seeking office in the Municipal Election and those wishing to vote in the Municipal Election must be registered with the State of Alaska in the precinct of which the community is a part, and this registration must be accomplished at least thirty (30) days prior to any election.

Therefore, to be qualified to run for City Office or vote in the Municipal Election of October 7th, 2025, the last day to have registred to vote is September 7th, 2025.

State Law defines who may vote in a Municipal Election. (AS 29.26.050 VOTER QUALIFICATION. (a) A person may vote in a Municipal Election only if the person:

  1. is qualified to vote in state elections under AS 15.05.010;

  2. has been a resident of the municipality for 30 days immediately preceding the election;

  3. is registered to vote in state elections at a residence address within a municipality at least 30 days before the municipal election at which the person seeks to vote; and

  4. is not disqualified under art. V of the state constitution.

(b) Voter registration by the municipality may not be required. However, in order to vote for a candidate or on a ballot measure relating to a specific local election district or service area, a municipality may by ordinance require that a person be registered to vote in state elections at least 30 days before the municipal election at an address within the boundaries of that local election district or service area. THE MUNICIPALITY HAS THE RESPONSIBILITY TO DETERMINE IF A VOTER MEETS THE REQUIREMENTS OF THE ORDINANCE AND THIS SECTION.

(c) This section applies to home rule and general law municipalities. (9ch 74 SLA 1985; am 7,8 ch 80 SLA 1989; am 88 ch 82 SLA 2000)

NOTICE OF REGULAR MUNICPAL ELECTION

NOTICE IS HEREBY GIVEN THAT THE CITY OF PELICAN WILL HOLD THE REGULAR MUNICIPAL ELECTION ON OCTOBER 7TH, 2025 FOR THE PURPOSE OF FILLING THE FOLLOWING SEATS:

Mayor….. Three Year Term

City Council….. Two - Three Year Terms

………………………………… One - Two Year Term

School Board…..Seat #1 - Three Year Term

………………………………….. Seat #4 - Three Year Term

ALL OF THE CITY OF PELCIAN CONSTITUTES ONE VOTING PRECINCT. THE POLLING PLACE SHALL BE OPEN FROM 8:00 A.M. TO 8:00 P.M. THE POLLING PLACE SHALL BE IN PELICAN CITY HALL.

QUALIFICATIONS OF VOTERS: Any person may vote in the forthcoming election of the City of Pelican who:

  1. Is a citizen of the United States, qualified and registered to vote in the State Elections;

  2. Has been a resident of the City of Pelican for thirty (30) days immediately preceding the date of the Election;

  3. Is not disqualified under Article V of the State Constitution;

  4. To comply with State Laws, you must have been registered to vote thirty (30) days prior to any election.
